Hayward publishes a detailed set of reroofing requirements through its Development Services Department, and they are more prescriptive than most neighboring cities. Knowing them up front is usually the difference between a roof that passes first time and one that gets failed on a technicality.

The permit threshold, and the two-layer rule

A building permit is required in Hayward once more than 200 square feet of roof covering is installed, repaired or replaced. Small patch repairs can fall under that; most real work does not.

The rule that surprises people most is the layer limit. A new covering can only go over a single existing layer. If a roof already carries two, both must be stripped before the new roof goes on, which turns an expected overlay into a full tear-off and replacement. Overlay is also off the table — even over one layer — if the existing roof is wood shake, slate, clay tile, cement tile or asbestos-cement tile, if it is water-soaked or deteriorated enough that it will not serve as a sound base, or if the manufacturer prohibits it. This is the single most useful thing to establish during a roof inspection, because it moves the budget substantially.

Pitch, weight and color are all constrained

Hayward ties material to slope. Shingles and similar coverings are permitted on residential roofs above a 2:12 slope; TPO, PVC, tar and gravel, and torch-down are the permitted options at 2:12 or below — which is what most low-slope and flat roof work in the city ends up using. Roofing over 5 pounds per square foot may trigger a structural review of the existing framing, which is worth knowing before settling on tile.

There is also a rule that catches people out: on residential properties, white and reflective roof colors are not permitted in Hayward. Separately, the city notes that single-family reroofs do not require a Title 24 cool roof in its climate zone, though commercial buildings can.

Expect up to three inspections

Hayward inspects in stages. The first is a pre-roof inspection once the old covering is off, looking for dry-rot, damaged sheathing, flashing and underlayment. If new plywood sheathing goes on there is an additional roof-nailing inspection. The final inspection then covers the completed roof along with spark arrestors and gutters. Attic and rafter ventilation is checked at a ratio of one square foot of free ventilated area per 150 square feet of roof.

One practical note for homeowners: the permit holder has to give the inspector safe roof access — a sound ladder rated to at least 250 pounds, extending three feet above the roofline and secured to the building. Without it, the inspection can simply be failed, and the job stalls.
